Yes, I see why this sounds like suggesting there is an all-determining wizard behind the curtain. But what systems theory actually suggests is that multiple forces interact to stabilise / destabilise a system over time. The more mundane behaviours you mention, in this way of looking at things, would be a reinforcing feedback loop — something that stabilises the system in question.
